The downtown will undergo numerous enhancements to create a more attractive and welcoming downtown environment:

• Gateway improvements to add new lighting and art screen displays
• Implement streetscape enhancements to include additional trees, benches, flower pots, an extensive lighting plan, and design standards for facade improvements
• Create a new downtown park, festival and events area, centrally located, with connections to the Michigan Avenue corridor and the riverfront, designed for year-round activity
• Design and install new pedestrian pathways and connectors with linkage to the 17 mile linear path, river and federal trail systems
• Increase the level of maintenance along the linear park
• Install additional bicycle racks downtown for the convenience of commuters and recreational bicycle riders
• Implement the highest standard of cleanliness and public safety
• Careful evaluation and renovation or removal of deteriorated blighted buildings
• Encourage historic preservation through the creation of a historic preservation fund utilized to offset the costs for building restorations
• Removal of conditions that foster illegality
